Pass Criteria


P1 - Gradings of emergency response for the Police

Emergency Response, Grade 1: 
An emergency that will result with immediate emergency police response. It involves circumstances where the incident is taking place and where there is, or likely to be: 
  • Danger to life
  • Use, or immediate threat of use, of violence 
  • Serious injury to a person and/or 
  • Serious damage to property


Priority Response, Grade 2:
A priority incident is one that does not require an emergency response, but where some kind of deployment by the control room is required. This response should be sorted to suit the needs of the caller but also allow prompt investigation. The incident will not require the use or lights or sirens unless anything changes on route. These typically arise in the circumstances where:
  • There is concern for someone’s safety 
  • An offender has been detained 
  • A witness or other evidence is likely to be lost 
  • At a road collision where there are injuries or a serious obstruction 
  • A person involved is vulnerable. 
  • Force policy requires a specific response.  
  • Hate crime
Scheduled Response, Grade 3:
A scheduled response is required when the call handler decides that it is not critical for the incident to require fast response. Instead the needs of the caller can be met by scheduling.

Resolution Without Deployment, Grade 4:
This is where deployment is not required as the callers needs can be met by:
  • Over the phone
  • Written advice
  • FAQ’s on the internet
  • The involvement of a more appropriate service or agency
